The Research Partnership for Professional Learning developed this toolkit to help educators, professional learning providers, district leaders, coaches, and researchers measure and monitor the implementation of high-quality instructional materials and curriculum-based professional learning.
Grounded in a shared theory of change, the toolkit includes leader, teacher, and student surveys and a classroom observation protocol. The instruments measure support for instructional leaders, instructional leadership, teacher professional learning, teacher mindsets and beliefs, instructional practice, and student outcomes.
The flexible, modular tools can be used across grades 3–12 to track implementation progress, examine differences across stakeholder groups, identify strengths and gaps, and inform continuous improvement, planning, and resource allocation. They are designed for use during curriculum implementation rather than during curriculum selection or adoption.
